CBP MPF Rate Change to take effect on 11-05-2011

MPF - Merchandise Processing Fee in going up!

November 1st, 2011, U.S. Customs and Border Protection distributed CSMS# 11-000274 to inform the trade that they “WILL BE READY TO ACCEPT THE NEW MPF (CLASS CODE 499) RATE OF 0.003464 ON SATURDAY, NOVEMBER 5, 2011 AT APPROXIMATELY 7:30 AM.”  Previously the rate has been 0.0021% of imported FOB value.

It is now “official.” U.S. Customs & Border Protection (“CBP”) issued a memorandum dated October 24, 2011, outlining G.S.P. refund procedures. Importers can again claim GSP duty free treatment on consumption entries and warehouse withdrawals made on or after Nov. 5, 2011. Though somewhat complicated, refund procedures regarding previously filed entries mirror past practice. Specifically, for ABI entries made between Jan. 1, 2011 and Nov. 4, 2011, refunds (without interest) should be automatically generated so long as the SPI “A” flag was utilized at entry. Where an automatic refund is not received within 90 days, we recommend that CBP at the port of entry be contacted…

The smaller the shipment, generally, the higher the cost per lb/kg. Typically, the first real price break comes at 100 kg for air, next break, depending on the carrier, will come at either 300 or 500 kg, then at 1,000 kg. the difference can easily

be $15-$20/kg difference between less than 45 kg and greater than 1,000 kg. Shipping air is fast, efficient and pricey. However, it may not be as expensive, comparatively, as you think. If you have the volume and the time, ocean can be a huge savings, but more on this in another segment. You need to determine the whole cost: cartage (getting it to the port/airport), air freight, fuel, security, screening and transfer/tendering to the carrier. That gets it in the air. When it arrives, there will be destination charges, which will be as varied as your destinations. Typically your buyer/consignee will accept responsibility for this, but you establish that at the time of the sale.
